What Horry County Council decides, and where it's written down
Horry County Council has twelve seats: eleven members elected from districts and a chairman elected countywide. It meets the first and third Tuesday of each month at 6 p.m. in Council Chambers at the Government & Justice Center, 1301 2nd Avenue in Conway.
Council adopts the county budget, sets the property tax millage, passes ordinances for unincorporated areas and funds countywide services such as the detention center, emergency medical service and 911. Its day-to-day administration runs through a county administrator it appoints.
What it doesn't control matters just as much. School budgets belong to the Horry County Board of Education. Criminal law belongs to the General Assembly.
