How decisions get made in Conway, the county seat

Conway is where Horry County government lives, which makes it easy to blur the two. The county's Government & Justice Center sits in town, but Conway City Council is a separate body with its own budget, its own police department and its own zoning map.

If you live inside the city limits, you're governed by both. City council handles land use, city streets, utilities and public safety inside the limits. The county still handles property assessment, the courts and countywide services. A rezoning request on the edge of town can land in front of either body depending on which side of the line the parcel sits.
